Is it possible to encrypt the whole drive or the portion using Linux Mint?
When I try to use VeraCrypt 1.23 I receive an error message stating that only Windows systems can encrypt a drive.

It appears that VeraCrypt 1.23 only supports full disk encryption on specific Windows versions, which matches the error message you are receiving. Seems like more than this feature is missing from the Linux version for now, but you can always submit a feature request, another sign that it there would be userbase for the full-featured Linux version is something the development will surely notice.
