texlive-recommended does not exist.
correct is texlive-generic-recommended or texlive-latex-recommended.
try apt search texlive* and you will see all available packages.

Thanks for the article. I first installed texlive which was missing many packages I needed. Installing texlive-latex-extra solved my problem.
